To Whom It May Concern:

I am writing to you concerning the targeting of conservative candidates for office by the Internal Revenue Service and other government agencies. The action taken by the House of Representatives, in finding Ms. Lois G. Lerner, Former Director of Exempt Organizations for the Internal Revenue Service in Contempt of Congress for her refusal to comply with a subpoena duly issued by this Committee, is essential to maintaining order in the proceedings and to ensure that respect is restored in our government. For the America People to maintain the level of respect that we are told that we must have for the “Rule of Law” in this country, holding our representatives responsible for their actions when it runs counter to that intent is essential. 
I think it is unnecessary for me to list the factors that have left many Americans with little confidence in our elected and appointed officials. It provides me with no satisfaction at all to have to file complaints with various government agencies over the adverse actions of our government officials only to find that they were just discarded in the trash. Had many of these complaints been given the proper amount of due diligence by any of the agencies charged with following up on them, this would not be necessary. It is because of the arbitrary and capricious acts of our elected and appointed officials that have been noted of late to have occurred in not only my case but in that of many others that we have begun to organize the community and collectively advocate on behalf of each other. Unfortunately, my name and that of my running mate Mr. Duane Davis, will not be included on the primary ballot for Governor of Maryland because of our being disqualified by the Maryland State Board of Elections in what is considered to be arbitrary and capricious decision. That disqualification is currently being challenged in the court but we are continuing with our intent to hold our officials accountable for their malfeasance. We are reformatting our website now, so our supporters and other voters can find this information in a user friendly format that is not hidden in obscure links on the internet or is not even published at all.
Many Americans are unaware of just how conservatives have been retaliated against for invoking their rights, reporting violations of wrongdoing by government officials, or simply by filing an application for tax exempt status from the IRS and grants from other agencies. There are many more examples but the aforementioned are sufficient to make my point. Just as Ms. Lerner is adamant in her attempts to protect her right to not incriminate herself in the proceedings before this committee, we the People have rights too. Are our rights any less of that than what is provided for Ms. Lerner? If retaliation from government officials is the cost of exercising a constitutional right, it is fully warranted in not only Ms. Lerner's case, it is in Congressman Cummings’ case, as well. What I would like to comment is that I have just about lost confidence that my government can be fair because of this. The reason I feel it is important for me to speak out is that for the past several years, I have been submitting complaints relating to the exact retaliation by government agencies which is currently being brought to light, yet I have never received a response back from anyone in Congress to even acknowledge the receipt of these complaints. I see new organizations testifying before this and other committees in relation to it and don’t quite understand why my voice doesn’t matter. I understand that the measures being taken are as the result of republican led objectives and being a republican in a State that is predominately democratically controlled, we will never be heard. We have a hostile delegation in Congress and they routinely retaliate against us. Our only republican representative does not live in our district. This provides us little opportunity in the way of receiving any assistance at all from our representatives.
I would like the opportunity to present the evidence I have concerning the sort of retaliation that was perpetrated on me to this committee in regard to this issue, as well as the targeting of conservative groups by the Department of Energy. This is in relation to the Section 1603 Grant in Lieu of Future Tax Credits Program offered by the Department of the Treasury. I have evidence that our applications were disregarded and often times thrown in the garbage. A letter dated October 31, 2012, by this committee demonstrates that this practice took place and it can be surmised that it took the cooperation of multiple agencies of the government in order for it to be carried out.
Charges should be brought forth against Ms. Lerner for the reasons being so contentiously debated by both sides, but as aforementioned, charges against Congressman Cummings are appropriate. I present the following for your consideration. On June 9, 2013, Congressman Cummings appeared on CNN and asserted that “the IRS scandal involving targeting of conservatives had been “solved.” The interviewer of that program, Candy Crowley asked, “As far as you are concerned, based on the information that you now have, which in its totality is greater than ours, is this case over, have you solved the case of the IRS and how this came to be?” Congressman Cummings answered, “Based upon everything I’ve seen, the case is solved. If it were me, I’d wrap this case up and move on.”[1]
Recently released IRS emails by shows that staff working for Democratic Ranking Member Cummings communicated with the IRS multiple times between 2012 and 2013 about the voter fraud prevention group, “True the Vote”. This organization was targeted by the IRS after applying for tax exempt status more than two years ago. Information shows the IRS and Cummings' staff asked for nearly identical information from True the Vote President Catherine Engelbrecht about her organization, indicating coordination and improper sharing of confidential taxpayer information.[2] Source:
A letter to Congressman Cummings alleges that this hints at the suggestion of misconduct rising to the level of obstruction. Mr. Issa stated that, “Although you have previously denied that your staff made inquiries to the IRS about conservative organization True the Vote that may have led to additional agency scrutiny, communication records between your staff and IRS officials, which you did not disclose to Majority Members or staff, indicates otherwise,” the letter to Cummings states. “As the Committee is scheduled to consider a resolution holding Ms. Lerner, a participant in responding to your communications that you failed to disclose, in contempt of Congress, you have an obligation to fully explain your staff’s undisclosed contacts with the IRS.”
The first contact between the IRS and Cummings' staffers about True the Vote happened in August 2012. In January 2013, staff asked for more information from the IRS about the group. Former head of tax exempt groups at the IRS Lois Lerner went out of her way to try and get information to Cummings' office. The information Cummings received was not shared with Majority Members on the Committee.
Pursuant to the provisions contained in the Constitution of the United States of America, I respectfully request the committee’s intervention and file an action to present allegations of criminal violations of law against not only Ms. Lois Lerner, but Congressman Elijah Cummings to a Federal Grand Jury for an investigation, as well. To uphold the integrity of this committee and the investigation against Ms. Lerner, Congressman Cummings should be made to resign his position on the House Committee on Oversight and Government Reform and his seat in the U.S. House of Representatives, as well. It is the allegation that Ms. Lerner and Congressman Cummings have continued upon a course of fraud and deceit by committing perjury, and obstruction of justice, among others in the matter currently before committee charged with investigating this matter resulting in Congressman Cummings attempting to obstruct justice by exerting an undue influence over the process and utilizing his position as a ranking member of the committee charged with investigating it to stall this investigation.

Baltimore is a City that is gripped in a pattern of corruption that has cost many of us to lose complete trust in our government. We have sought to have criminal charges placed against various government officials through the use of our system of justice and the grand jury process only to be denied access or opportunity by the US Attorney's Office. This petition alleges that the US Attorney abuses his discretion to present criminal indictments in cases which allege crimes of perjury against our elected and appointed officials. Because trust in government must
be of paramount concern and must be maintained at all times, criminal allegations presented against these officials by citizens deserve a full and complete investigation by the grand jury.
